fdQIA Terms of Service
Separate from the Fluent Decisions’ core services of extensive (A) Research, (B) Planning, and (C) Consulting, Fluent Decisions provides comprehensive mini-research services: Quick Informed Answers, otherwise known as “fdQIA.”
Users of the QIA services are considered clients of Fluent Decisions.
fdQIA is provided in four varieties.
QIA1 (also known as QIA Basic) is a subscription service that will provide mini research of qualified questions delivered on a first-come, first-served basis. QIA2, QIA3, and QIA4 services all have priority over QIA1 services. The use of QIA Basic is limited to subscription terms.
QIA2 (as a benefit within the QIA Business Club). The QIA Business Club is a subscription membership service which offers a host of resources, training, and discounts on third party services, plus the ability to use Fluent Decisions' QIA mini research services as follows:
QIA3 (also known as QIA Rush) is a paid service that provides mini research of qualified questions in an expedited period of time. QIA3 requires the payment posted prior to the time in which QIA3 services are researched. After payments have been cleared, Fluent Decisions automatically issues a receipt of acknowledgement to the QIA3 submitter.
Responses to QIA3 submissions will be delivered back to the person or company that submitted the question within twenty-four (24) hours of Fluent Decisions returning receipt of acknowledgment to the person or company which submitted the question.
QIA4 (also known as QIA+ or QIA Plus) is a packaged service that provides mini research of qualified questions as an integrated benefit to holders of specific pre-paid service packages of Fluent Decisions or certain stand-alone services of Fluent Decisions. Holders of service agreements or stand-alone services which include the benefits of QIA4 will have QIA4 Services listed as a feature.
QIA4 will be delivered on a variable time period based on the urgency required by the holders of the attached service package or stand-alone services from which the QIA4 is derived. Based on the urgent needs of service agreement holders (who are existing clients), the priority of QIA4 may be prioritized in sequence ahead of other QIA research jobs.
All QIA submissions are dated based on the time stamp on the Acknowledgment Receipt, which will be returned to the person and/or company listed in the QIA submission using the email address and/or text-enabled phone number which is provided with the QIA submission. As QIA submissions are made, Fluent Decisions’ internal system will sort the priority of all entries as described.
All answers will be documented and cited. Sources are provided to the clients.
All QIA submissions must be specifically (A) related to the understanding of specific business concepts, (B) related to the understanding of specific technologies, (C) related to the connection between business and technology, (D) related to the connection between technology and consumer projects or business projects, (E) related to the link between technology and consumer planning or business planning, (F) related to product reviews / research, (G) related to business reviews /research, or (H) related to questions concerning online engagements of a business nature.
All QIA submissions must be along the lines of the consulting services that Fluent Decisions provides. Fluent Decisions reserves the right to determine if the submitted QIA is a topic that Fluent Decisions chooses to research or that falls within any of the QIA services. The questions that may be investigated by Fluent Decisions and the answers that may be given are subject to change without any notice and are supplied at the will of Fluent Decisions.
If a paid QIA3 (QIA Rush) submission is rejected because the requested mini-research does not fall within the terms and guidelines provided by Fluent Decisions, Fluent Decisions will refund the cost of the paid QIA minus electronic payment processing fees to the funding source that originally paid for the service.
QIA submissions are considered officially submitted based on the date and time of Acknowledgment Receipt. All time-related references to submissions of QIAs are based solely on the time of the Acknowledgment Receipt.
If Fluent Decisions fails to (A) provide the answer or (B) provide an official explanation of the null project (projects not able to be completed for various reasons) or else (C)agree upon an extension with the person or company that requested a QIA3 within twenty-four (24) hours (of receipt of acknowledgment), Fluent Decisions will refund the entire cost of the QIA3 service to the funding source that initially paid for the service. The whole cost of the QIA3 service for projects that are canceled by Fluent Decisions and are deemed null will also be refunded to the funding source that initially paid for the service.
QIA3 submissions that are canceled by the client after the payment is made to Fluent Decisions will be entitled to fifty percent (50%) refund minus electronic payment processing fees during the first twelve (12) hours after placing the order. QIA3 submissions that are canceled by the client, beyond the twelve (12) hours point of placing the order will not be entitled to refunds or credits of any kind.
All refunds are processed at the end of the next business day following the date of Fluent Decisions canceled QIA3 (QIA Rush services), at the end of the next business day following the date of QIA2 that are deemed “Null”, and at the end of the next business day following the date of QIA2 submissions which must be cancelled for other reasons described within these terms. Other than the exceptions described by these terms, "paid" QIA submissions / (QIA3) orders are final and are non-refundable. There is also no refund or compensation for QIA1, QIA2, and QIA4.
QIA4 , QIA3, and QIA2 submissions all have priority over QIA1 submissions, in the order listed. If any QIA submissions have a “Ready Answer” due to the subject matter being a topic that has been previously researched by Fluent Decisions, Fluent Decisions reserves the option to supply the answer pertaining to that submission outside of the general first come, first served rule and outside of the prioritization rule which ranks QIA4, QIA3, QIA2, and QIA1 for the general order of services. Fluent Decisions does not guarantee that this would be the default operating procedure to handle the priority of submissions.
QIA requests must be submitted in standard English, and communication and answers will be delivered in the standard English language only. In the event of a QIA submission that is in another language, the order will be canceled and a refund will be issued less than five dollars ($5) processing fee and relevant electronic payment processing fees.
Only one question is permitted to be submitted per QIA order. If multiple questions are submitted in a QIA submission, Fluent Decisions reserves the right to either choose which question will be answered, reject the entire QIA submission, or contact the “person / company” of contact to ask for clarification. If applicable, Fluent Decisions may choose to provide the requesting party with options and prices to have the additional questions answered. QIA3 submission with multiple questions may result in delays (beyond the twenty-four (24) hours turnaround time for QIA3 submissions) without being the fault of Fluent Decisions.
Fluent Decisions may contact the requester of QIA submissions (by way of e-mail, phone call, or text) for clarification of the request. Fluent Decisions is not responsible for the inability to contact the person or company that made the submission. Lack of ability to communicate will result in loss of priority order or cancellation of submission. All contact attempts will be documented.
Fluent Decisions guarantees an answer within twenty-four (24) hours from the Acknowledgement of the placement of the QIA3 order. With the exception of cases where individual agreements have been made between Fluent Decisions and the person or company submitting the QIA3 request, Fluent Decisions will refund the source of payment 1/24th of the total cost of the QIA3 per hour (up to the total cost of the QIA3 if the research is up to 24 hours late.)
If users (or any other persons or systems) abuse Fluent Decisions' website(s) or services in any way, Fluent Decisions will deny services to the offending party and pursue the matter with all available recourse.
Fluent Decisions respects the privacy of our clients. Information concerning how we handle your data is located in our privacy policy.

Submitters reserve the right to unsubscribe from communications; however, subscribers will be re-enrolled in communication every time Fluent Decisions' QIA services are used.
Fluent Decisions reserves the right to use non-identifying parts of QIAs researches for “Ready Answers”, marketing, and promotions. Fluent Decisions reserves the right to use non-identifying information for studies or activities that may profit Fluent Decisions immediately and/or in the future. One portion of QIA clients name and an initial and general location and purpose of use, may be listed, indicating the person and/or company as a client of Fluent Decisions and/or user of the QIA services (i.e. “Andy P from Dallas, TX, USA used QIA Services to find additional suppliers”).
Fluent Decisions does not guarantee the availability of QIA services. Fluent Decisions is not responsible for a client or a potential client’s access or lack of access to the QIA services and/or any third-party cost which may be associated with the client and/or potential client accessing the services.
